Starting in January, it will cost 10 cents more for most passengers to ride VINE buses.

The Napa County Transportation and Planning Agency’s board of directors voted Wednesday to increase adult fares from $1.25 to $1.35, with student fares bumping from $1 to $1.10.

Senior citizens will pay a nickel more: 65 cents, up from 60 cents.

This will be first fare increase since March 2007 when the base fare was raised 25 cents.

The higher rates are expected to generate $80,000 annually, officials said. Added revenue is needed to make sure that the VINE system generates at least 16 percent of operating costs from fares, a state requirement, said Paul Price, NCTPA’s executive director.

Yountville Councilman Lewis Chilton was the only vote against the higher fares, saying they might discourage riders at a time when the economy is ailing.

The board also approved raising fares for the VINE Go paratransit service. Higher fares were supposed to take effect in July 2008, but were delayed at the request of nonprofit agencies whose clients use the door-to-door service.

In Napa, VINE Go will cost $2.50, a 50-cent increase. Intercity fares are greater.

In 2006, the VINE fell below its 16 percent fare box requirement and was fined $40,000, officials reported.
