Busier intersections, suggested solutions for Napa Pipe

At Napa Pipe

  • Highway 221/Streblow Drive: Add northbound left-turn lane on Highway 221, receiving lane on Streblow Drive.
  • Highway 221/Kaiser Road: Extend turn-pocket or create dual left-turn lanes.
North

  • First Street/Soscol Avenue: Developer should establish program funded by property owners association to reduce car trips to and from  downtown by 15 percent, including shuttle, VINE route, car-share program, water taxis.
  • Five corners: Third Street/Silverado Trail/East Avenue/Coombsville Road. Add right-turn lane at Coombsville Road approach.
  • Highway 29 Northbound ramps at Imola Avenue: Install traffic signal.
  • Imola Avenue/Jefferson Street: Widen southbound Jefferson to provide right-turn, through and left-turn lanes.
  • Imola/Soscol Avenues: Add through lane and left-turn lane on eastbound Imola, right-turn lane on westbound Imola, additional through lanes on both directions of Soscol.
South

  • Soscol Ferry Road/Devlin Road: Widen, construct median on Soscol Ferry Road.
  • Intersection Highways 12/29/221: Build flyover ramp from southbound  221 to southbound  12/29.
  • Highways 12/29/Airport Boulevard:  Build grade-separated interchange. Likely needed with or without Napa Pipe.
  • Highway 29 in American Canyon: Widen 29 from Highway 221 interchange to the southern county line, add through lane in each direction at key intersections of 29  at Donaldson Way and American Canyon Road. Likely needed with or without Napa Pipe. Already proposed in Napa County General Plan.
Other

  • Developer should pay fair-share contribution for other long-term plans: Realignment of Silverado Trail at Soscol, widening of 29 south of project, extension of Devlin Road to Green Island Road.

As far as the most comical, I nominate "First Street/Soscol Avenue: Developer should establish program funded by property owners association to reduce car trips to and from downtown by 15 percent". Besides the possible hilarity of an alleged "program" with an alleged goal to do something as vague and unaccountable as a 15% reduction, and besides the immense amount of effort and funding a property owners association is going to want to invest, I think that Downtown itself is taking care of the reduced trips from residents by gearing itself towards tourists instead of residents. "

How many years did you wait on hwy 12 before the simple truck climbing lane was installed?
How many decades will you wait for these new improvements, regardless of whether they're part of the General Plan?
And please note: the word "should" is NOT the same as "must." The developer doesn't have to do a single thing that he "should." You are being badly scammed by simple words.
There's not going to be money. There never has been and it won't flow now.
And call me a cynic, but c'mon. I've been on the local ferries. I see very few riders who appear to qualify for low income housing. It costs more to buy a ticket than to hop in my friend's banged up old car with 5 more riders. The water taxis won't be free, nor will the shuttles and buses. Heck, even when Napa tried "free" as in trolleys, it failed.
I can't wait to see how Napa intends to lure tourists to its rural attractions through a gridlock similar to Santa Rosa's endless nightmare. Hope the Napa tourist bureau casts a wider net, because I think return visitor numbers will plummet.
It's sure a good thing grapes aren't affected by exhaust fumes! "

The new developments in downtown Napa are going to draw residents, employees and tourists. Napa Pipe is essential for the future success of Napa County. "

The suggested improvements spelled out here will be mostly paid for with taxpayer dollars and will have the city of Napa tied up in mind-numbing traffic for a decade only to find that all those improvements couldn't help with the flow of the thousands of new cars we will be stuck with forever and ever.

" This entire project stinks to high heaven in so many ways for so many reasons I can barely stand it. I think Napa needs to think long and hard about how it defines "Success" for the future, if this is essential for it.

Good grief people! Its nearly unbearable now with traffic, anyone doing the numbers can only come out sitting in more traffic longer and longer.

Just say NO to Napa Pipe! "

I'm wondering why our elected representatives who say their hands are tied and they have no choice but to bend to Mr. Rogal, why they haven't thought about encouraging something similar to this?

Kind of makes one wonder who all the "investers" really are in this development project? "
