Property value reassessment under way

• Napa County Assessor John Tuteur and staff are working to review all properties that may have declined in value as of Jan. 1, 2009. A property’s assessed value determines the amount of annual property tax the owner pays. All single family homes in the municipalities and homes in the unincorporated area on less than five acres are being reviewed without the owner needing to contact the assessor. Owners of other residential, commercial or industrial properties are urged to contact the assessor if they believe the value of the property had declined by Jan. 1, 2009, to a level below its factored base-year value as shown on the 2008-2009 property tax bill. Owners can contact Tuteur at 253-4459 or jtuteur@co.napa.ca.us. Results of the decline in value review will be sent to property owners in July 2009.

• Napa County Planning Director Hillary Gitelman wants residents to know that the Napa Pipe public workshop on “Traffic Impacts and Mitigation Measures” has been rescheduled to Wednesday, June 24, a week after its original date. The meeting is intended to provide a preview of the traffic information that has been identified by the EIR consultants, and to allow the public to ask questions about the analysis before it is completed and published in the Draft EIR, which is expected later this summer. June 24, 6 p.m., at the Napa Pipe site, 1025 Kaiser Road in Napa. • Public Works Director Don Ridenhour announced that a portion of Silverado Trail will be closed on Sunday, June 28, from 7 a.m. to 10 a.m. for the Napa Valley Inline Marathon and Half Marathon skate event. The annual event takes place entirely on the Trail, which will be closed from Oak Knoll Avenue in Napa to Oakville Cross Road for the duration of the race. " So, when they re-assess aproperty and it is worth half or less of what i paid for it, does that mean my mortgage will be half or less??? Not that i am a homeowner, just thought I'd ask. And I am not a homeowner, due to the fact that I could not afford the price gouging that went on in this county for so many years... "

" Property values have been down for almost 6months. Does this reassessment retroactively go back? I applied for this about 3 or more months ago and got no response from the assessors office by mail. I guess when it's to there advantage they raise it at the drop of a hat but when it's to the advantage of the owner it's delayed ongoingly. When will the citizens be valued before industry? It's all about revenue in this town and gauging the citizens for more and more money. Frankly I will be glad when I can retire and move out of California entirely. There is no community here. " Sorry to hear about property devaluations, good that we'll pay less, bad if they made a calculation error and you actually owe more, which seems to be our case. Anyone check lately what their bill is likely to be. I'm told by a testy clerk that it's 1.25% of the new value, which makes my property worth $100,000 less but my bill go up $1000 per tax period. "
