American Canyon residents will pay 31 cents more to have their garbage collected.
The American Canyon City Council on Tuesday approved the 2.5-percent hike under a contract with Vallejo-based American Canyon Recycling and Disposal Inc.
Under the vote, residents will pay at least $13.02 a month for garbage service. The company also collects recyclables and yard waste every week at no additional charge.
The vote was 4-1, with Vice Mayor Cindy Coffey voting against the hike.
“No new taxes, no,” she said.
Commercial and construction garbage rates will increase as well.
Commercial operators who now pay $14.82 a month will pay $15.19 — or 37 cents more — for minimum weekly service. Contractors who pay $238.11 will pay $244.06 for every 10 cubic-yard debris box picked up.
Vallejo-based American Canyon Recycling and Disposal Inc., a division of Norcal Waste Systems Inc. serves American Canyon under a contract signed in 2003. General Manager Pete Friesen said the contract is in effect through Dec. 31, 2013.
Under the contract, the company can increase the rates up to 1 percent of the consumer price index every year.
The company this year also asked for another 1.5 percent to cover the costs of dumping garbage at the Devlin Transfer Station.
The tipping fee at the Devlin Transfer Station increased in October from $56 per ton to $58 per ton, Friesen said.
In addition, Friesen said before Tuesday’s meeting that revenues from selling recyclables have decreased. These revenues help keep garbage collection rates low, he said.
At the meeting Tuesday, Operations Manager Tom Phillips said American Canyon’s residential rates remain about half of those in Napa and Vallejo.
“The rates here are very low,” he told the City Council.
Councilman Ed West said he wants to discuss service further.
“I’ve gotten complaints about the service,” he said.
But longtime resident Fran Lemos said she is happy with the service.
“I really enjoy our garbage service.”
City Manager Rich Ramirez said the service could be discussed at a future meeting but that the terms of the contract will remain in place.
The contract will not be reopened, Ramirez said.

So it's fine for AmCan to get more money from taxpayers to pay her, but not to pay its waste disposal company?

She WAS the only one to vote against it. "
