It's Caldwell, hands down
Dear editor, After months of reading attack letters from all districts of Napa County on the District 5 supervisors election, I would like to weigh in.
Most of these letters have attacked former American Canyon Fire Chief Keith Caldwell. Some have questioned the integrity of Chief Caldwell about the education pay for fire district personnel in American Canyon. Am I missing something, or has it been printed that before authorizing these funds, the chief went to the firefighter’s union and the city legal department to make sure this was appropriate? And, after the university was found to be lacking, he accepted full responsibility for what he was assured was a worthwhile educational program.
Another letter complained about taxpayer money being wasted (this was from a Napa resident). The American Canyon Fire Department is fully funded by an assessment on property owners in American Canyon. We have one of the most qualified and well-trained departments in the state. If you don’t live here, it costs you nothing as a taxpayer.
No one in Yountville, Napa, Solano or unincorporated Napa County has complained about the decades of coverage all the way to Soscol Ridge by the American Canyon Fire Department, the 80 corridor or the Napa County Airport. In listening to the chamber of commerce debate, I was struck by an answer to the question of the probation department becoming part of the sheriff’s department. He answered the department of corrections is to be part of the sheriff’s department, not the probation department. Wouldn’t they get the same pay and retirement as trained police officers, even though they aren’t even allowed to carry firearms? Maybe that’s why former Sheriff Simpson’s biggest supporter is councilmember Ed West of American Canyon. Isn’t his day job in the department of corrections? Just asking.
As a 43-year District 5 resident, either as a homeowner or family member, I urge all voters to get informed. Watch the debates online, see which candidate is the most informed on the issues and is willing to look for solutions. It is Keith Caldwell, hands down. Sometimes it’s not who you know but what you know or are willing to learn that is the best thing for a public servant.
One last thing: if the criteria for supervisor are to donate your pay to charity, then four other supervisors have been cheating the taxpayers.

As I have said before, every time there is a new letter or new interview of Caldwell or his supporters we get a new version of the story. That is a big part of the problem, the lack of credibility to the unending variety of excuses and rationalizations coming out of your campaign.
On your last point, none of the other supervisors are getting a big retirement from the taxpayers, and adding a second taxpayer funded job. That is where the charge of double dipping comes in. They all just get their salaries. "

It would have been nice if Caldwell had City Manager and Campaign Manager Mark Joseph approve the educational incentives, it would have been nice of Caldwell had told the Fire Board that there was an issue, it would have been nice if Caldwell had accepted responsibility for the incident rather than blaming the weather, the College, the Fire Board and the Fire Marshall- however he did not. He did not accept responsibility, he did commit a violation of the States Constitution and did not partner with anyone as he claims. Lastly you are mistaken Gary has no impact on my job. What you are confused on is the quest for Safety Retirement from the Probation Dept not Corrections. Caldwell promised Safety Retirement for Probation Officers, something is very expensive and needs more research on the total impact. I support Gary Simpson because I recognize character and integrity when I see it.

You are correct that I have NOT received all of the information which goes to residents of District 5, but I have read their positions in the newspapers and heard them personally at Candidates' events. I And Caldwell would clearly be the better supervisor. He addresses the issues. He is not evasive. He talks like someone who has done his homework. I like that.
I am also guided by the endorsements of the various special interests - the Chamber of Commerce, the Sierra Club, the Farm Bureau, the Napa Valley Register, And certainly by people like Ginny Simms who has first hand knowledge of good government.
Now, a little civics lesson. We all know that the supervisors address countywide issues, not just their Districts - the budget, the local economy, the social problems, law enforcement, land use policy, etc., etc. So even if I live in Yountville or Angwin, I need to be concerned about the respective qualifications of supervisors in other districts, don't I? I am a Napa County taxpayer and required to live under Countywide regulations of all kinds. I think Simpson has some excellent qualities, but I think Caldwell holds the edge on Countywide issues which affect me.
I hope you see this as a reasonable response to your statement above. "

It doesn't matter where we live. County supervisors make decisions which impact our part of the county. I appreciate Caldwell taking the time to understand our issues, as well as issues of other areas within the county. The guy has a great deal of knowledge as well as a drive to learn more.
If you really believe that we shouldn't offer input because we live in Angwin, I think you should also include Mr. Haley as well since he doesn't live within Caldwell's district. "
