Martin under fire for failing to file contribution reports

Napa Sentinel publisher Harry Martin may have run afoul of election laws by failing to report contributions to his campaign for Napa County supervisor.
Martin, a candidate in the race for District 2, missed three consecutive deadlines to file statements documenting his campaign contributions and expenses, according to records from the Napa County Registrar of Voters’ office. He is being investigated by the Fair Political Practices Commission.
Martin is in the November run-off against incumbent Mark Luce, who represents the district including northwest Napa and Yountville.
The last time Martin filed a campaign statement was in March, when he reported $1,755 in donations. Since that time, Martin said he has raised about $900, almost all in donations less than $100 each. Because Martin raised more than $1,000 in March, he is obligated to file a campaign statement for every filing period thereafter, regardless of whether he raised additional funds, according to Napa County Registrar of Voters John Tuteur.
Tuteur said an employee from his office reported Martin to the FPPC earlier this year.
Martin, a former Napa City Council member, said he received a letter from the FPPC on Aug. 20 notifying him that he is under investigation. He has not responded to the letter, he said.
Officials from the FPPC contacted the registrar’s office this Monday to ask if Martin had submitted any new campaign statements, Tuteur said. His office informed the FPPC that Martin had not filed any new statements since the complaint was made, and missed this Monday’s deadline for the most recent filing period.
The FPPC did not comment on the status of the investigation.
Martin said he has documentation for all contributions, but because of personal reasons, he has been unable to find the time to file campaign statements.
“All these files are sitting on one space…” he said. “It just keeps piling up and up.”
“There’s nothing secretive about the filing,” Martin said, adding, “There’s nothing to keep from the public. I mean, there’s nothing to show.”
Martin said he will submit a campaign statement for the latest filing period next week.
Luce change
Luce has raised about $86,000 to date, including $54,500 since July 1, according to a campaign statement.
During the latest filing period, which runs from July 1 to Sept. 30, Luce received $49,230 in monetary contributions.
