Fire at apartment complex leaves 16 homeless

3:15 p.m.A three-alarm fire early Tuesday morning at the Willow Glen Apartments on Wilkins Avenue in east Napa engulfed six units, sent a man to the hospital with critical burns and left 16 tenants homeless, including children.

Two units were destroyed, two received major damage and the other two had lesser damage in the 3 a.m. fire, according to Napa Fire Marshal Darren Drake.
The damaged single-bedroom apartments are in one of the complex’s two-story buildings, with three upstairs units and three downstairs units per building.

The fire started in the middle downstairs apartment. The sole occupant, Jimmie Schuyler, 61, suffered first-and second-degree burns over 30 percent of his body and also had respiratory injuries, said Mike Randolph, Napa fire operations division chief.
He was taken to Queen of the Valley Medical Center and then transported to UC Davis Medical Burn Center in Sacramento, Randolph said.

Schuyler was in critical condition, a hospital spokeswoman said Tuesday afternoon.
The building is not equipped with a fire sprinkler system. Each unit has a smoke detector, Napa Fire Capt. Peter Langham said. “However, the power had gone out earlier, disabling the smoke detectors. So they were not working at the time the fire started.”

PG&E spokeswoman Jana Morris said there was a power outage in the Napa area that affected about 970 customers. It started at 2:40 a.m., Tuesday, and power was restored to the majority of customers by 5 a.m. the same morning, Morris said, adding, the possible cause is downed power wires.

Fire investigators were on scene around 5 a.m., sifting through debris to determine how the blaze started. “At this point, we only know the point of origin, which is the burn victim’s unit. It is far too early to confirm a cause,” Drake said on Tuesday morning.

“This is a typical flashover, where all the contents and materials in the room are on fire.”

Drake said Schuyler, suffering from burns, was laying on the steps of a stairway of an adjacent apartment just feet from his front door when firefighters arrived.

The fire started in Schuyler’s unit and spread directly to the apartment above him, where seven people live.

One of the residents in that apartment told fire officials he was awakened by a stomping noise coming from the apartment below, Drake said. “He said the tenant below (Schuyler) was yelling, ‘Fire, fire, everyone get out.’”

All of the tenants were outside the building by the time firefighters arrived.

As daylight broke Tuesday morning, some of the fire victims sifted through the belongings firefighters had managed to save. Several somber-faced residents searched through papers and other water-soaked items.

Three men gathered up sporting equipment and a drenched pair of cowboy boots. Charred furniture and mounds of burnt rubble were piled around the building, which still had the smell of burning materials.

The American Red Cross was on scene shortly after the fire was reported. Spokeswoman Sharon Baker said the first step was to get the displaced victims to a motel.

“Then we will have them come into the office to pick up vouchers for food and clothes. We will work with those who don’t have a place to stay to find them housing,” said Baker.

Langham said apartment managers also were housing displaced tenants in unoccupied apartments at the complex.

The injured victim, Schuyler, is a well-known face at Napa Golf Course at Kennedy Park in south Napa.

Schuyler has worked at the golf course maintaining the carts and driving range for about 10 years. He lost one arm in December 1968 in an industrial accident while working for the railroad in Oakland, yet he still golfs a few times a week.

Robert Becker, assistant golf professional at the golf course, described Schuyler as a “nice guy who really would do most anything for anyone. He was always willing to help out. All of our regulars know Jimmie. He is sort of a fixture out here,” Becker said. “It is really sad something like this happened to such a nice guy.”

Becker said Schuyler is a long-time Napan. “His dad worked on the Wine Train. Jimmie worked with him for a while.”

An army of firefighters and equipment lined Wilkins Avenue Tuesday morning, reaching almost to Shetler Avenue. The last fire crew left the scene around noon Tuesday.

An estimated monetary loss of the fire was not available on Tuesday.

It was not mentioned in the article whether or not there were smoke detectors. Exactly the reason I hate apartment living, but some people have no choice but to "buddy up" in these horrible economic times. Reminds me of a complex I lived in which was owned by the late, great Napa and Contra Costa County Slumlord, Ed Keith. Fill up the apartments with as many people as possible, charge high rent and make money. Don't make repairs, don't exterminate bugs and vermin and don't make yourself available to the tenants, collect the rents and you too can be a rich slumlord in Napa County. Isn't that the American Dream - take advantage of immigrants until they know the law and then hide from them? "

" I live in the apartments.. about 5 units away from where the fire took place.. and while I often refer to the apartments as "the ghetto" it's not that bad and there are a lot of very nice, clean and quite people living around me. I have never seen any gangs or crime in or around the apartments in the year that I have lived there. The fire first started in the bottom unit that was home to only one person (he is fine). I do absolutely agree that 7 people living in one apartment is rediculous and I know that the managers of the complex have been doing a lot to reduce the amount of people per unit. I can also confirm that there are fire alarms in each unit. Really.. my only complaint about the apartments is that they don't offer recycling.. which is just rediculous.

I was really impressed with the response time of the Napa fire department and their ability to get the fire out quickly. Firemen deserve all the respect in the world. "

Landlord of the month Award goes to the landlord of the Wilkins Apartments for "allegedlly" allowing 7 people to live in 1 apartment...Gives a new meaning to curbing urban sprawl!

Last but not least The Favorite Firefighters Award again goes to NFD for yet again doing, the best they can with what they have in a timely and profession manner!

First of all, for all who are wondering; there is no renters insurance included in the rent which I believe most apartment complexes do provide. Second of all, these apartments are far from "Ghetto". I have never once been threatened or afraid walking through here even at the latest hours of the night. The only way they'd be classified as "Bad" would be because of the lazy management and understaffed mainenance crew. I dont know if many of you know but it's very depressing to walk outside and see a gutted out building where people you knew used to live, and now have no place to go. "

-90 PG&E
-600 Childcare (so they can work)
= -155

WOW NAPA COUNTY! A single parent with three children cannot afford food at the end of the month and guess what.. they do not even qualify for emergency food stamps or assistance!
However a single parent with three children who sits at home all day collects CRC, welfare, housing, food stamps etc..
Maybe all Single parents should re think working and just stay home to have everything paid for. Where can I sign up!

Ok, now this is just ridiculous! They were in sweats and barefoot because it was 3am and their house was on fire! Now come on... would you have taken the time to throw on some shoes and get properly dressed before you ran outside of a death trap? We live in a country that is diverse when ethnicity is involved. Is there really need to add “they did not speak English”?

By some of these peoples discriminating comments it shows that these are times of big men and small character, steep profits and shallow relationships. These are days of two incomes but more divorce, fancier houses but more broken homes. The amount of people in a home is not hurting anyone. If this is the only way to provide a roof over their children’s heads then let them be.

It’s time to stop talking.. get up and help our community that needs each of us. JUST REMEMBER, treat others how you would like to be treated. My thoughts and prayers go out to these families in need and I thank the lord that no firefighters or civilians were hurt. "

These Wilkins apartments have cleaned up a lot over the past few years. 15-20 years ago they were at their peak of hell. There were regular shootings.....lots of vandals. Bad reputations are hard to live down.

The fire alarms were inactive due to a power outage. According to a management employee, they are in process of installing battery backup fire alarms throughout the property. Great thinking.....after the fire. "

^^^^All of the information i was referring to was my last landlord in San Rafael. And yes, they did provide renters insurance.... "

HAHAHHAA!!! I'm caucasian, live in wilkins apartments, get off of work at 11:30 pm, walk from my car(around one block) to my house, and again, have never felt threatened....I'm wondering which wilkins you visited... "

" My apartment was one of those put out of commission by the fire. I live next to Jim, where the fire started. I feel terrible for the families that lost everything they had. Thank God I have insurance or I would be in the same boat. Good friends have put me up for the time it takes to get organized and in a new place. " In apartment buildings the smoke detectors are electrical so if the power is out they do not work. This is done because the owners can not depend on renters replacing the batteries as needed and to leave the batteries in. I agree that a backup system should be made available to property owners that use these types of systems. I beleive that due to the age of the building and when it was built it is not required to have a sprinkler system. NFD does regular checks and if they were required the company would have been fined and required to fix the problem.
As for the 7 people living in the apartment, the law allows 2 people per bedroom plus 1 for a residence. So of it was indeed a 3 bedroom apartment they were doing nothing wrong. If it wasn't at least a 3 bedroom then the property owners after some explaining to do.
There is not an apartment complex in the land that provides renters insurance. Every rental contract that you fill out states that insurance is NOT provided and it is suggested you get your own.
At the end of the day it's probably best to be sure we are all doing the right thing before we judge others actions and be thankful nobody was seriously injured. "

The brown people are not paid much, and dont have many benefits, so they must live together in groups to lessen the financial burden. " I live in an apartment building that has a smoke detector that is electric, but when our power goes, which is 2 or 3 times a month, it has battery back up which works fine. I'm kind of in shock they wouldn't use the same kind in all apartments, we also have a sprinkler system as well.
I sure hope that the man injured recovers soon and everyone who suffered a loss in this can get on with their lives after such a tragedy. "

The truth is their transformers are old and cannot carry the load caused by the building of so many new houses in this area. I've told PG&E that myself but it does no good.

Yes, people should buy smoke alarms with batteries but they still might fall down the stairs in the dark trying to evacuate.

P.S. There is a secret when calling PG&E if you want to get to a real person to lodge a complaint. Press the button for Billing and then don't press any more buttons or press the wrong buttons when prompted. THAT gets you to a live person! "

" i live in the apartment complex, very close to where the fire happened. and ive never witnessed ANY gang activity or any violent activity for that manner. the apartments definitely arent the nicest in the city, but theyre not the worst either. it does bother me that there are no fire sprinklers especially since i have a 1 year old myself. and im shocked that they would let 7 people live in a one bedroom apartment, i have a one bedroom and its crowded with my husband, my son and myself. i know they werent the cause of the fire, but there is no reason for that many people to be in one small apartment . The management has made an excellent effort to create an ideal tenant profile. From my point of view, there is a diversity of people living at this apartment complex many of which are hard-working, or educated professionals. It is rumored that a certain person was the cause of this fire and that measures were already being taken to move this person out. Unfortunately, it happened a little too late. I would recommend to anyone in Napa to live at this apartment community. I live here with my young child and there have been plenty of times that I have stepped out when it is dark, and not once have I ever felt unsafe. I am acquainted with some of the tenants affected by the fire and I assure you that within hours every one of them had a new place to live within the apartment complex. I lived in LA for a very long time, and I know very well what is the scene of gang related activity. Let me tell you, it is not found at this apartment complex. As far as Mexicans overrunning the complex and whistling at white women, please think before you speak. "
