Bicycle stop ends in drug arrest

Deputies stopped Debra Navarro as she rode her bicycle in the area of Pine and Jefferson streets on Thursday evening.

Navarro is on probation, subject to search and seizure without a warrant.
When she was contacted by police, she dropped a baggie, containing methamphetamine on the ground, police said.

It didn’t stop there.
Police conducted a search of her residence in the 400 block of Jefferson Street, and found more meth, packaging materials and a scale.

Navarro, 36, was arrested on suspicion of possession of meth for sale and violation of probation.

" It depends, some probation still requires probably cause for you to be stopped or searched. However most parolees on a narcotic conviction are subject to search and seizure without probable cause if the officer recognizes them. "

" I think it would be interesting - and eye opening - if the NVR posted the Napa polic log like they do the St Helena police log. I asked the NVR if they would, basically they said no - to look at the crime map instead. I think it would be a good for the community to see the Napa Crime Log in its entirety. It will open our eyes as t what is really going on in our community. Come on, if prestigious St Helena can do it, what's the big deal? "
