Expansion in AmCan set for Nov. ballot

A petition to expand American Canyon’s boundaries has gathered enough signatures to qualify the petition for the ballot, the city announced Friday.

With that, the American Canyon City Council on Aug. 5 could either adopt the measure or place it on the November ballot.
The new map is based on an agreement reached this month between Napa County and the city. Both sides said the new borders gives everyone assurances on how far the city can grow over the next 20 years.

According to the map included in the petition, American Canyon’s new borders will move north and east of the city limits, but not as much as the city wanted before the negotiations between city and county officials began 18 months ago. The new border includes the former basalt plant east of Highway 29. McGrath Properties of Oakland wants to develop 200 acres of that property into a commercial, residential and town center.
Ten percent of all registered voters in American Canyon — or 726 voters — had to sign the initiative for the petition to be valid.

In order to make the petition qualify for the ballot, a dozen members of the grass-roots group ‘Impact 94503’ and a few others collected signatures from residents during the Fourth of July festivities, Friday Nights at the Plaza, the city-sponsored weekly market, and at Safeway. McGrath Properties paid for legal work to prepare the 49-page initiative.
In the end, ‘Impact 94503’ turned in 1864 signatures.

“We pulled it off,” said Mark Joseph, the former city manager who leads ‘Impact 94503.’ “It was a very impressive effort,” he said.

Dorothy Roadman, an American Canyon city clerk, delivered the signatures this week to the Napa County Registrar of Voters John Tuteur so that the Election Division could verify the residents were registered American Canyon voters.

City Councilmen Ed West and Don Callison, who helped negotiate the agreement between the city and the county, said they will weigh the pros and cons of either adopting the measure or placing it on the ballot in November.

Callison on Friday said he first wants to study the staff report, understand the legal ramifications and listen to public comments before he makes a decision.

Joseph said he doubts there is real opposition, given the fact that the group was able to collect twice as many signatures as required.

Still, he understands why the City Council could choose to place the measure on the ballot instead of adopting it on Aug. 5, he said.

“But the City Council needs to make that call,” he said.

A political committee has been formed to raise money for a fall campaign.

Joseph is listed on elections documents as the treasurer of “Citizens for American Canyon’s Future, supported by McGrath Properties American Canyon LLC.”
