Smoking Cat wants to add outdoor dining, live entertainment

12:45 p.m.The Smoking Cat, a cafe at 1502 Main St., goes before the Planning Commission Thursday night seeking permits for live entertainment and outdoor dining.

Because the cafe is located across from St. John the Baptist Catholic School and near several residences, city staff is recommending limited hours and other restrictions.
When The Smoking Cat opened in October, it had plans for a beer and wine license and an outdoor hookah bar for smoking tobacco. Because of complaints by neighbors and the concerns of city staff, these plans have been abandoned, officials said.

The owners, Jacqueline Hammond, Michael Mendez and John Hammond, want to offer live, acoustical entertainment indoors seven days a week between 4 and 8:30 p.m. The business would close at 9.
Past open mic nights have attracted a clientele of mostly students and young adults.

The city’s planning department is recommending that music, singing and poetry readings be allowed between 4 and 8 p.m., with the cafe closing at 10 p.m. This should reduce potential noise impacts on the school and residences, staff said.
The Smoking Cat is asking to have outdoor dining weekdays between 7:30 a.m. and 6 p.m., with weekend hours from 8 a.m. to 6 p.m. Tables seating 10 are proposed for the sidewalks on Main and Napa streets, with another 14 to 21 seats in the rear patio.

Staff is recommending that outdoor dining occur between 10 a.m. and 4 p.m. weekdays and between 10 a.m. and 5 p.m. weekends. Seating for 12, with a ban on smoking, is proposed for the patio.

The Planning Commission meets at 7 p.m. Thursday at the City Hall Council Chambers, 955 School St.

The City Council must take the final action on the cafe’s use permit.

" It seems like the city of Napa is pretty relaxed when it comes to allowing outdoor seating. After all, Tuscany has tables along first street and Main which nearly block the entire sidewalk and force people to walk in the street during periods of heavy pedestrian traffic. "

" It certainly seems that the owners have been more than reasonable and have changed their plans several times to meet the needs of the neighborhood.
They have remained positive and have removed aspects that were objectionable, like the smoking.
I hope they are given a chance to succeed. They are doing their part to blend and I hope the city council will approve their efforts and give them a chance to survive as a business. "

" How about the neighbors retire to some of the many fine assisted-living facilities here in geriatric old Napa and stop hassling the young folks who want to socialize here in Napa? These restrictions are ridiculous, and I can only give kudos to the Cat owners for being so willing to accomodate. Spots like this provide vitality to a town, something Napa is sorely lacking in. Half of this town shuts down by 5pm and the other half by 9pm - even on the weekends. No wonder nobody wants to be here. "

" Just an observation. Aren't they both businesses? Aren't they entitled to the same rules? I'm not sure how the zoning laws are(for that location) but I would think they are the same for both businesses. I live right next to a church, and one of my biggest fears is that it will become a bar someday. (Unless I own it, then I would have the best bar around.,) I fear this because it is right next door. Way too convinient. "

" I think the Smoking Cat Cafe is an awesome idea for te city of Napa. Napa "night life" or any kind of entertainment is usually just wine and eating. Well, personally, i dont feel like eating and drinking wine every second of my free time so it's nice to have somewhere else to go to chat with friends! I have been there on the "open mic nights" and its extremely mellow and not rowdy at all, in contrast with the picture the city is trying to set. The owners of the cafe are good people trying to change things up. The hours of 4 to 830 for entertainment is great because kids get out of school at 3 so its not like there is a yard full of kids, besides, the entertainment is indoors! Smoking Cat is great and I'd be very very sad to see it go anywhere!

p.s. LOVE LOVE LOVE the coffee!!! and they have goodies for vegans! not many places can say that! "

The neighbors would be happy and then they could go back to their original vision of offering beer, wine, and hookah. The increased revenue from being able to offer these extra items would probably offset the cost of having to move pretty quickly. It seems like a win win situation for everyone. The Smoking Cat has been open for less than a year, so surely it would not be very hard for them to relocate. I am not saying that this place should move because I live right next door and am losing sleep at night; I actually live about 200 miles away but previously lived in Napa, and probably wouldn't have minded living right next to the Smoking Cat. I am simply a reader who has been watching this ridiculous problem unfold for months and found myself wondering if anyone else has come across such an easy solution. In other cities, residents are worrying about the dead bodies that keep piling up on the streets. In Napa, residents are worrying about too many tables on a sidewalk and someone playing their guitar at 8:00 in the evening. What a joke. "

" samaker, are you kidding. In the real world where many of us inhabit there are these things called "leases" And "contracts". Not to mention that things like "rent" are quite high all over Napa and good locations are scarce. They should not have to move, Their location is on Main St. Downtown Napa where it is zoned residential/commercial. The residents should be aware of that. Its not like The Cat owners are complaining about the residents junky unkempt property which is very prevalent in that part of town. People do some yardwork. "

" That corner (4-way stop) is a cluster you know what!! Can't imagine having an enjoyable sandwich on that busy intersection, breathing the car exhaust and dodging the skateboarders. Not to mention there's "zero" parking there until after 07:00 pm or so.. Good luck with that. "

" Why not let free enterprise offer something for the young people in this community? As long as they are not breaking any laws; that space was a deli before it became the "Smoking Cat." Requiring them to close at 5:00 is ridiculous. They shouldn't have to close before any of the other downtown restaurants. "
