Dear editor, To John Fiore: You asked ("It comes down to trust," May 6) whether Measure N involved more than whether the population of Napa County trusted their board of supervisors to make decisions regarding development exceeding the 1 percent growth cap.

I am somewhat philosophical this week, having just returned from the American Planning Association’s conference in Las Vegas.

There are several major things that are happening with Measure N, the 1 percent growth limit in the unincorporated area of the county only, that the public just does not appear to be getting a grip on yet.
