A 30-year-old parolee was taken into custody on Thursday on sexual abuse charges involving a teenage girl.

Eugene Paul Ritter of Napa was booked into the Napa County Jail for felony unlawful sexual intercourse.
The relationship between Ritter and a 16-year-old teen started last November and ended early this year, according to Napa Police Cmdr. Andy Lewis.

The incident came to light just a few days ago when Napa police were notified by another local law enforcement agency about the allegations against Ritter, Lewis said.
Even though the sex was consensual, Ritter is accused of committing a felony because the girl is a minor, he said.

Ritter was asked to come into the office of the Napa County Adult Probation Department, and he complied.
He was arrested when he arrived, Lewis said.

In addition to the sexual abuse charge, Ritter is being held for violating his parole.

" What I don't understand is the double standard. Go back in time as far as you can and older men were going after younger females. Don't get me wrong, I'm glad we have the laws in favor of minor girls that we do. But why is it just a slap on the wrist for an older female, with the position of trust and authority (teachers), who do the exact same thing? Don't give me the rhetoric, "lucky teen age boys." What do you suppose the odds are that these lucky teen age boys go on to having stable, fulfilling, trusting, loving and lasting marriages? According to what I have read and seen, very little. The breakdown of the marriage relationship, in this country, has done more damage than any other one thing that I can think of at the moment. "

nevertheless this is gross and make an example out of this guy "

" Sixteen should be old enough for a girl to have consensual sex with a adult. The legal age in Alaska and Nevada is 16. It really is unfair that a government can tell people of this age what they can do with their bodies. Hopefully someday the majority of this country won't think like a Christian then we can all live better lives. "

" GetReal!, I would argue that the biggest financial crisis since the Depression and the worst foreign policy blunder since Vietnam are slightly more pressing issues for this country right now than "the breakdown of the marriage relationship." The institution of marriage is not under attack just because of some perv. Let's focus on the real issues that affect us all. "

" How can consenting sex be sexual abuse? Sounds to me like the police agencies were on a fishing expedition to charge this parolee with a crime. What if the genders were reversed? "

JustMy$.02 wrote on May 1, 2008 2:37 PM:

" Hey Joe, if 16 years old is old enough to consent then where do you draw the line? 14? 12? 10? how about 8? Do we let an 8 year old consent to having sex with an adult?? Is that what you want?

The man is 30 years old for petes sake, let him hang out in a bar and go home a 2 am with some barfly his freakin age!

It has nothing to do with being a Christian and everything to do with protecting childeren from preditors. Your so far off base its not even funny. "

" Of course you wouldn't think so. If it weren't for you and Smithers I would still be watching the show. "The institute of marriage is not under attack, bla bla bla." Seriously? My family weathered the storm by sticking together. If this financial crisis becomes another great depression, rather than sticking together, it will be every man/woman for him/herself. The violence we may witness will be much worse then the loss of luxuries, conveniences and what we have become accustomed too in the last few decades. True, there were some rotten eggs during the Great Depression. When the future depression hits us, I'm afraid that there may not be anything but rotten eggs. Honor, respect, family bonds have all been lost sight of. Because, believe it or not, there has been an assault on marriage and family in our society. This administration is made up of pompous elitists folks that would rather stick to their own selfish agendas than to the constitution! Just remember it is Mr. Burns in the White House and not Homer. " Mr. Burns..the worst financial crises since the depression’.....the Carter years were head and heels, far and away a hundred times worse than today! During the Carter years I watched our real estate market completely collapse...I mean dozens of homes boarded up all over town. In 1979 a 120k home payment was higher than a $300k house payment today. I knew many life long farmers and ranchers and home owners who lost everything because they couldn’t get an ag loan under 28% to carry them over, or a short term loan under 27%... Solano and Somona Counties had 5-10% of the lower end homes abandoned by bank and owner, sitting empty for years. What a joke.

Carter facts: prime interest rate 18%... short term interest 25%... mortgage rates 18%... unemployment double digits... inflation 12% and rising. This morning, today...May 1... the prime rate is 2%..compared to 16%... short terms rates are 8% compared to 24%...., mortgage rate is 6% compared to 18%...., unemployment is 5.2% compared to 11%...., and inflation is 5% compared to 12%......

Another Vietnam you say?.. you just might have something, there are noticeable similarities... Democrats are again willing to undermine a war they in fact sought, they are willing to lose another war they voted for even after the hardest battles have been fought and won....Hey what’s new? They did in the Civil War, the Vietnam War and they’re trying to do it .

Abe Lincoln’s advice to these spinner masters .who ‘use allusions as fact’... ...“it would better for them to have people merely think they were ignorant,,,, than to speak, or write, and remove all doubt”... Amen.

" To Get Real...What "Slap on the wrist" are you talking about? These women are going to prison too from what I've seen.
The whole premise of your argument is wrong and then you go and try to offer supporting statements for it. You do need to "Get Real". "

" Joe, so you think this is ok?
This is not ok, this girl is nearly half this mans age. Any age can say yes to having sex to make it consensual sex. But that does not make it ok. you don't know if he threaten her, or her family. Well i majorly disagree with you. it is not about being a christian or any thing. I am not a christian, and i think this is completely wrong. i am 15 years old, and i do not agree with this. If you think this is ok, you are completly sick. so you are saying that if a 16 year old agreed with having sex with you, you would think nothing of it and do it?
that is sick. "

" GR: do you just make #'s up as you go? "Unemployment had risen from 5.1% in January 1974 to a high of 9.0% in May 1975. Although it had gradually declined to 5.6% by May 1979, unemployment began rising again thereafter. It jumped sharply to 6.9% in April 1980 and to 7.5% in May 1980. A mild recession from January to July 1980 kept unemployment high, but despite economic recovery unemployment remained at historically high levels (about 7.5%) through the end of 1981." Thats like barely babysitter age! 30 yr old ex con will not be looked upon gently by the court or the parole dept. He will be lucky to see daylight before hes 40 or older. "

Right in the sentence he states it..."Adult", and "16 year old"....yet he still asks the question...and Chacha agrees with him. ...And we wonder why the world is in the state it is in? "

and chacha im not mad, i just think it is disgusting that these so called men, adults are getting even more desperate to have sexual interactions with someone, that they are going to do it with a naive 16 year old who have not even completed their required school education years.

Its just sick..
ChaCha and joe, if or when you become fathers to a girl and she hits 16, are you going to tell her that is ok to have sex with men twice her age??
think about it "
