Fund for crash victim whose legs were amputated

A fund has been set up to offset some medical costs for the Napa woman whose legs were crushed when she was hit by a drunk driver last Sunday night.

Doctors at Queen of the Valley Medical Center operated on Lilian Clark the night of the crash, amputating both of her legs just above the knee, according to her husband, John.

"There was no way they could save her legs. She had over 60 broken bones,” John Clark said.

Clark had her third operation on Tuesday. “She knows what has happened. She’s such a strong woman. Her main concern is the kids," said John Clark.

Donations may be made at Washington Mutual Bank, 699 Trancas St., Napa, 94558. The account is under Lilian Clark and Children, account number 0441-0000250915-5.

The fund is also to help bring her parents from Chile, where they live, so they can help out with their daughter’s recovery and to help the Clark's children.

“I have no idea at this time what will be involved in Lili’s recovery. I know there will be months, maybe years of rehab, and she will have to be fitted for protheses,” said John Clark.

Clark, 38, mother of two boys, 4, and, 6, was pinned between the rear bumper of her car and a 1990 Plymouth driven by Francisco Pacheco, 24, of Napa.

The crash happened around 6:30 p.m. on South Terrace Drive, north of Shetler Avenue.

Pacheco put his car in reverse and sped away from the scene. Neighbors followed him to his house about a block away, where they held him until police arrived and arrested Pacheco on suspicion of felony DUI, hit and run and driving without a valid license. Pacheco has a prior misdemeanor DUI conviction from January 2007.

He is on probation. He is being held in the county jail on $100,000 bail. Pacheco does not have auto insurance.

" This horrible crime and its unthinkable consequences reminds me once again of a question that comes to mind every time I read the "DUI Reports" and every time a story states that a driver "jumped out of the vehicle and ran" when an accident has occurred. That question is: "If this person is caught and is driving without a license, will a check be run to see if they are here legally?”
There is a provision in Section 287(g) of the "Immigration and Nationality Act" which provides for local law enforcement to "partner" with ICE to see that any law-breaker who is in this country illegally will be placed on an "immigration hold" by local authorities. Today’s article notes that Francisco Pacheco is now under such a "hold."
CONSIDER THIS: If he had been dealt with following one of his prior arrest(s), Mrs. Clark would not have lost her legs!!!
I strongly believe that local authorities should take the necessary steps to "partner" under the provisions of Section 287(g) without further delay!
Oh, wait a minute! There's one thing that could keep that from happening! If the City of Napa is a "Sanctuary City," local law enforcement will not be allowed to take that action!!!
Is anyone out there aware of whether or not Napa IS a "Sanctuary City"???
If they ARE, let's "hold their feet to the fire" until that changes--the lives and/or well-being of our fellow citizens depend on it!!!
