Dear editor,The following is a letter I submitted to the Napa City Council:

This letter is intended to briefly address my concerns about the proposed Soscol redevelopment plan. While I agree that improvements to this area need to be made, what I am seeing in this plan is a big "unwelcome" sign for small business owners and tenants in the area.
I own a semi-truck which I park at 525 Silverado Trail (Paul's Trucking Yard). We are lucky to have this parking in Napa. It is safe, fenced, paved and affordable. There are only two areas in Napa where there is off-street parking for trucks. Both are in this very area. Without this parking, I and the other truck owners in Napa will be forced out of town. The most likely place for us to find affordable parking is in American Canyon, or perhaps as far away as Fairfield or Sonoma. Parking on the street in Napa is not secure, in many places is illegal, and in any case, is not acceptable to the citizens of this town.

Before moving forward on this redevelopment plan, I urge the council to find alternative locations in the city for small business owners and tenants to continue their businesses. A significant lawsuit was filed over the economic impact of Wal-Mart coming to American Canyon. I believe a similar economic impact plan needs to be done prior to any approval of plans to take property for streets or other purposes in the Soscol redevelopment area. This study needs to take into consideration the increased costs of rent, insurance and other expenses to displaced businesses.
Finally, I would like to recommend that a land-swap be considered between the Napa Pipe property and the Expo property. Housing and commercial development could then occur on the Expo property -- a use much more conducive to improvement of the neighborhood -- while a new Expo can be built on Napa Pipe property where light industrial uses can also be incorporated, including yards for truck parking and maintenance that will eventually be displaced from the Soscol redevelopment area.

" The Expo is owned by the State. And anyway Napa Pipe property is worth a whole lot more to developers than the Expo property. Not that I disagree with you in principle. I think the expo should be moved out there, along with all the car dealers and light industrial that is along Soscol - the county yard, PG&E, the rail yard, all of it. "
