Redwood Middle School in Napa devised an interim dress code as of Aug. 9 in response to a judge's ruling on a lawsuit filed over the dress code.

INTERIM DRESS POLICY
2007-2008



The purpose of a dress policy is to facilitate education for all students.  Students at Redwood Middle School shall dress appropriately for daily attendance in the classroom and at all school events.  Attention to school clothing should always be given to neatness, cleanliness, appropriateness and safety.  Dress, accessories and hairstyle should avoid extremes that disrupt the educational process by attracting undue individual or group attention and/or create an unsafe learning environment.  It is the student and parent/guardians’ responsibility to follow the guidelines on appropriate dress, grooming etc.

Consistent with Napa Valley Unified School District (NVUSD) Board Policy 5132, all clothing, footwear and accessories are to be safe, appropriately sized while attending school and at all school events, including all after school events.  Clothing must fit modestly and can be no more than one size too large and can not be so tight as to restrict comfort and activity.  Pursuant to Education Code 48907 buttons, badges, and other insignia which express political or other constitutionally protected messages are acceptable.  However, any clothing or accessory that depicts or promotes any form of profanity, violence, drugs, alcohol, vandalism, weapons, tobacco, sexual overtures, is offensive to any gender, race or ethnicity, prejudice, illegal activities or creates any kind of distraction to the learning environment is unacceptable at Redwood Middle School at anytime. 

The Redwood Middle School reserves the right, if necessary, to add other items to the list below at anytime, especially any and all items which become associated with gang membership (Education Code 35183) and/or affects the safety and/or security of the campus.  

All students must conform to the dress requirements of NVUSD Board Policy 5132 and the following school site dress requirements:



Pants/Shorts:

A. Fitted at the waist/crotch/length of the student (without the aid of a belt) and may not sag, bag or drag on the ground.  All pants/shorts must be worn above the hip line and may not reveal or expose any undergarment at anytime.

B. Must be hemmed and may not be frayed, fringed or have any holes.  This includes old and new clothing.

C. Shorts must be at the mid thigh in length on any student and/or extend below the fingertips when arms are extended downward, and can not reveal any part of the buttocks when a student is involved in normal school activities (i.e. walking, running, standing, sitting, bending etc.).

D. Athletic shorts, pants, sweats (basketball, volleyball, track, soccer, running etc.) are considered exercise clothing and MAY NOT be worn at anytime during school hours (PE may be an exception). 

E. Pajama style pants and tops (flannel or otherwise) are considered sleep wear and may not be worn at school.

Shirts/Tops/Sweaters/Sweatshirts/Jackets/Vests:

A. Must have sleeves that extend over the student’s shoulder to mid way down the students upper arm.

B. Must not extend below the fingertips when arms are extended downward.

C. Must be long enough to allow for normal classroom/school movement without revealing any part of the midriff.

D. Must not expose or reveal cleavage, under garments, torso, chest, back, stomach, etc.

E. No tank tops, tube tops, half shirts, mesh/see through tops, spaghetti straps or halter tops are allowed at anytime, even if another article clothing is ‘hiding’ the offending item.

Skirts/Dresses:

A. Must be mid thigh in length or longer and/or extend beyond the fingertips when arms are extended downward.

B. Must have sleeves.

C. May not be strapless

D. May not reveal bare back, midriff, under garments or cleavage.

E. Must not be fringed or frayed even new clothing.

Shoes:

A. All students must wear shoes at all times.  Steel toed boots, slippers, skate shoes, sandals, flip flops are not considered shoes.

B. The heel of any shoe must not be higher than 2”, as measured by the back of the heel and must have a back or strap.

Jackets/Sweaters/Sweatshirts/Vests:

A. Hoods attached to any jacket or article of clothing may not be worn over the head at anytime.

B. May not be used to hide any inappropriate article of clothing.

Backpacks - Must conform to all other dress code regulations including, but not limited to:

A. May not contain any writing, pictures or graphics that promote drugs, alcohol, violence, gangs, profanity, racial, ethnic, sexual or sexual preference prejudice, illegal activities or which promote or cause campus disruption.

Hats

A. Hats or any head coverings such as bandanas or hairnets are not allowed at anytime during school or any school event. 

B. Appropriate school hats which follow the revised dress policy may be worn during PE or for sun protection during outside activities.

Hair

A. Any unusual/unnatural (non-traditional) hair color or hair style that disrupts the education environment is not permitted.

Piercing of Ears and Body Parts

A. No piercing of body parts with the exception of the ears.  Only small, unobtrusive earrings are permitted while attending school or any school event.

Jewelry

A. Jewelry or any accessories that constitute a school hazard such as, but not limited to, are not permitted on campus at school or any after school/before school event:  Pocket chains, heavy metal necklaces or bracelets, large hoop earrings, or studded apparel are not allowed at school or school events.

Perfume/Cologne

A. No excessive perfume or cologne.

Gangs and Other Restricted Items

A. Distinctive modes of dress denoting gang affiliation and gang-related behavior is prohibited.  Below is a list of items that students are not allowed to wear at anytime:  Red or Blue colors worn as or in conjunction with gang types of clothing, Bandanas or rags, belt buckles with the initials S, N, West Side or BP, clothing with old English style writing, low riders, drama masks, laugh now-cry later, prison insignia, tears, shaved or partially shaved eyebrows, pen or tattoo marks with 3 or 4 dots, hanging belts, the numbers and/or letters 8, 13, 14, X4, 18, 69, 80, 81, 88, 311, 420, 707, SS, SUR, 187, X3, XIV, XIII.

B. Black trench coats

Because gang-related apparel and symbols are constantly changing, definitions of gang-related apparel shall be reviewed and updated whenever related information is received.



Parents/Guardians Please Note:  Any expensive items (shoes, coats, jackets or electronic devices) are considered personal property and it is strongly encouraged that these items are kept safe at home.  Redwood Middle School is not responsible for lost or stolen items.

" Okay as a parent I agree with some on these things, but some of these things are way out of control. Frayed, fringed or holes, Athletic shorts, pants, sweats, No tank tops, spaghetti straps, sandals, flip flops and hoop earings. Come on now. The school might as well put them in uniforms. They basically are banning everything that is in their closets. "

As a student at Redwood (many years ago), I think many of the problems we had (gang affiliations) could have been stopped if members weren't allowed to identify themselves by clothing. As a former parent of RMS for three years we simply just take the list with us when we shop, and as my child would pick something out, we would verify if it was "OK", and then buy or not buy. Abercrombie & Fitch, American Eagle, 21, Pac-Sun, Gap, all have a HUGE variety of clothing that fit in the "dress Code". Even Target,Wal-Mart,Mervyn's, COSTCO and Ross all have clothing that work well. Three years is not long to wait until H.S. and then wear whatever. I know my former RMS student who is starting H.S. this year conformed to the dress code, and now is ECSTATIC about wearing sweats and flip flops to school on the first day..... "

" I personally think a standard uniform like the ones they have at the Catholic schools should be manditory from K thru 8th grade with free dress (within reason)every Friday. If kids wore uniforms from the start of their school career, they really wouldn't know any different and would actually be excited about free dress. "

Frayed pants or holes in pants should be reserved for home play wear. Tank tops and spaghetti tops no way middle school children are too young for the such. I am on my 3rd redwood student and have always enforced the dress code with my children, but I have never supported the severity and the truth of the reasoning behind this dress code. I have read repeated news articles saying that Napa's gang activity was low. I know this can not be soley based on one school's strict dress code. Just yesterday I read an article on Napa's increased gang activity. This was before they relaxed Redwood' dress code. I have lived in many cities and states. I have gone to many schools through out the states. Maybe you should review the statistics from uniformed schools. Review the alchohol abuse, the drug abuse, the instances of bullies. I am friends to people from these schools and I cringe at what they tell me they did. We are talking about young children here. Why are we in such a rush to remove their innocence? We are telling them that they are not to be trusted in choosing what they wear. We are telling them that what you wear is more important then learning. Show me hard numbers that support that Redwood's dress code, as it was, made a large enough difference to make my child be forced to curtail their right as a US citizen to choose with guidence instead of enforcement. Also we need to give back some basic parent responsibilities back to the parents. It is a part of our duty as a parent to teach manners and appropriate dress and behavior in public. Most corporations have dress policies that are similar to the interim dress code. Uniforms are generally in industries where you need to be able to seperate those employees from the general public for safety or security reasons, such as hotel maids or police and fire, or a doctor in a hospital. That is a choice to be made by our children when they grow up. Let them decide then. "

When the students are walking in an uncovered part of the campus, why cant they wear the hoods on the sweaters to cover them from the rain if it is raining?? No tank tops or spaghettie strap shirts takes it a little too far too. Its summer when they start school! If it is a very low cut top or what the gangs call a wife beater (males wearing a ribbed tank top), I can see that, but not just a basic tank top of girls. And lastly, the piercings. First off, if a parent pays the $40 plus price for their kid to get their eyebrow pierced, nose pierced, etc, how can the school say the kids cant have it? Those have nothing to do with gangs! Get a clue. Its about self expression, which is the age these kids are at. Same goes with the hair. Let them dye it whatever color they want. Its not hurting anyone around them. "

It is a bit nannyish on some things like hoodies; but I am fighting unis in 20 cities and states-- and most of my supporters would KILL for a code like this---because it permits t-shirts, jeans, most colors, multi-colors, logos & decorations and other things being banned across the country. You-all in Napa need to STOP trying to worry about clothes unless they are disruptive; most kids & parents want to wear GOOD clothes and other schools in Napa Valley live with codes like this; the key is allowing DIVERSITY and COMFORT---and this code is 99 pct in that direction. If you want unis---FINE---the dissenters will just opt-out altogether like they can in San Jose & Long Beach. "

" I attended Redwood in the'60's so, yes, I am old, but I remember no problems with the dress code. It was the mindset to look as nice as possible at school. Jeans and slacks were not permitted for girls and belts were mandatory for boys. We got along fine. Napa High was about the same, but I saw plenty of fights there. The one I remember the most was a fight that occurred between two girls. It was fought on forbidden ground - on top of the Indian emblem on the floor of the main administration building. Never supposed to walk on it. This fight was right in the middle of it. No one seemed to mind the fight, just where it was being fought. The girls were well dressed, nice dresses, right length. Both were wearing very small unobtrusive little hoop earrings. They wore brand new shoes which were perfectly appropriate. Everything was appropriate on these girls as far as the school went. After the fight, these two girls were bloody, earrings pulled out of ears leaving the holes split and dripping, hunks of bloody hair pulled out by the roots laying on the ground. Clothing was torn, and faces had fingernail marks all over them. They did get suspended. For violating the rule about walking on the Indian emblem - not for fighting. I see the faculty has it all together now just like they did back then. What a farce! "

My other 2 went willingly, not fighting it, it was just school clothes. I believe parents have lost the parenting of their children. We have parents saying I paid $40+ to put that nose piercing in, my child should get to wear it....Listen to that, piercings at that age, what is wrong with this picture? School is for learning, not for showing off the latest fashions. Maybe a uniform is in order, everyone will look alike, no one better than the rest. Most fights start from name calling, if everyone wore the same thing, some problems solved. Parents that fight this don't understand basic pants are cheaper than those designer jeans, school clothes have to be bought anyway. If we start our kids out on the right foot then life won't have to be so hard on them later, life isn't fair all the time..That is reality. If we encourage our kids to fight the system, then what will they make of themselves when a living is on the line? If one of those young men or women came into my place of business looking for a job, looking bummy like they do at school, I would not even consider them for any position. "

Every one looses in this case...the money is spent and the teachers and students will do with out even more to compensate for this expense. " To those who think this interim code is strict, wow! you should have seen the previous dress code. I feel this policy here should be the on that the district enforces district wide... What is wrong with no PJs, or no athletic clothes? My son is going to school today at RMS in a nice pair of Cargo jean shorts and a button up plaid shirt. With white ankle socks and a pair of white and blue tennis shoes. HE looks FABULOUS...and imagine this. I got it at Target. It was affordable and it is not gang banger clothing, and it is not a uniform. It is clothing that could be worn to a lot of different jobs by adults. It is clothing he could wear to dinner at a non fast food resturaunt. It is clothing that his great grandparent and grandparents will like. ANd the best part about this is I do not need to buy separate clothing to play in as denim does not stain like cotton twill does. Now last year if he had worn this wonderful outfit he would have been dress coded! So people enjoy this interim code. It is fabulous compared to the previous codes "

Or what if they don't like doing homework, should we get rid of that too? UNIFORMS help students to not stand out if they can't afford designer clothing. The person who said she can't afford WalMart....huh??? I guess if you don't like something, just whine about it and the lawyers will come to your defense. That's setting a great example for your children and that's exactly what's wrong with this country. How about looking at test scores??? Redwood scores higher than the other 2 middle schools...wonder why? Parents, start parenting, the right way. "
