Deadline looms on county plan
Comment period on long-term General Plan closes Monday

Community members have only a few chances left to speak their minds on Napa County’s grand plan for the next few decades.
Hillary Gitelman, director of the County Planning Department, said the public comment period for the county’s proposed General Plan and Environmental Impact Report ends at the close of business Monday.
A public hearing on the sweeping plan — which deals with traffic, environmental issues, growth and region-by-region assessments of the county’s future — takes place Thursday night in Yountville.
“On the whole, we’re getting very thoughtful and helpful comments. ... We’re heartened by the incredible amount of interest, and the quality of comments has been very high,” she said.
Three topics of contention lead the list of concerns regarding the proposed General Plan — implementation of a growth boundary for the city of American Canyon, the possibility of building up to 3,200 homes on the former site of Napa Pipe and possible changes and growth in Angwin.
“The (current) draft of the General Plan proposes a rural urban limit for American Canyon,” Gitelman said. However, that line is not in the same place as the General Plan adopted by American Canyon in 1994.
The 152 acres spanning the Napa Pipe site have been zoned for industrial use, but the county may change that to “transitonal” zoning, anticipating residential and commercial development on the site. The owners of the property, who recently acquired it, are proposing 3,200 townhomes, a commercial area and a public-friendly waterfront along the Napa River.
“The General Plan has policies that would permit residential areas on (the Napa Pipe) site and people are commenting. ... I think the material we have in the draft plan will evolve based on comments we receive.”
In Angwin, the draft General Plan proposes remapping the so-called “urban bubble” around the town — the area where homes and other structures could be built. That change comes at the same time that Pacific Union College has proposed an “eco-village” that would include nearly 400 homes and a revamped commercial hub in he mountain town.
Although officials from Pacific Union College have proposed enlarging their campus, Gitelman said, they have not yet submitted an application to the county.
Time for public comment on the General Plan was to end in April, but it was extended by Napa County Board of Supervisors after agricultural and environmental groups sought more time to study the 300-page draft plan and roughly 1,000-page EIR made public Feb. 16.
