County roads department facing possible multimillion dollar deficit

2:30 p.m.The county department responsible for repairing county roads could be on fiscal life support by 2009.

Already operating at less than what is necessary to keep county roads in good shape, the 2005 New Year’s Eve flood and other storms created a laundry list of repairs county crews rushed to finish or stabilize, thinking money from the Federal Emergency Management Agency would come soon after.
Now, well beyond a year after the county ponied up millions to repair roads, county public works is still waiting on reimbursement for millions in costs and faces a “structural imbalance” that shows declining budget balances in even the best of circumstances for years to come.

In darker scenarios, county public works could face millions in deficits.
The Napa County Board of Supervisors told county crews this week to stop working on projects that FEMA hasn’t said it will reimburse, such as Dry Creek Road repairs.

Bring back Harry Martin, for better or worse, at least we had one voice on the Council, who spoke with some local reason. "

" Between the roads in Napa where I live and the roads in Sonoma county where I work, my cars suspension has to get realligned more times a year than it should. Pot holes and sliding roads suck !! "

" The money is going to overbloated sheriff, firefighter and county employee payroll and benefits. These people can retire at more than their regular pay in ther 50's. Even the supervisors get huge pay, benefits and meidical. How many people in private jobs get those benefits? The sups have given away the store, make them make the cuts to get it back, or resign and make way for cost cutters and employee pay and benefit cutters. I say the supervisors give back their pay and benefits, then its on the others. Get ready government employees, the ride is coming to an end boys and girls... "

" I moved from this area to Oregon about a year and a half ago. The area of Redwood Road that is by West Pueblo was a horrific mess at that time and is even worse NOW! I drove that road every day to go to work on Trancas. All Napa cares about is TOURISTS. What about the people who live and work in that town? The Downtown area is a real joke. Who wants to shop there when they can travel the pothole-ridden Highway 80 and go to Fairfield or Vallejo to buy their things for a whole lot cheaper? Why is the money that you folks in California get taxed on go to the general fund? The corrupt polititians use it for their own pet projects instead of fixing the road repairs that you voted that money for. "

" Harry Martin was on the city council that voted to give city employees 2.7 times years worked in pension benefits--huge benefits, in other words. The City of Napa had benefits increases to employees and retirees totalling 132% in the last three years alone. The county owes more than $81 million in unfunded benefits to employees. The list goes on, this comes down partly from the state, all of it from union contracts. "

" Hey "not a tourist" You need to get your facts straight about Napa County Firefighters. Most of Napa County Firefighters are VOLUNTEERS like my husband. I suggest that you cut my husbands pay in half or three-quarters. He would still get paid NOTHING! The very few paid Napa County Firefighters are earning under 1/2 of the wage of other Bay Area firefighters (Including Napa City Firefighters) and work several more days a month. You are DEAD WRONG about retirement benefits. None of the sheriffs or firefighters can get over 100% of their salary. Pround Volunteer Firefighters Wife "

The overwhelming majority of Napa County Firefighters DO NOT GET PAID ANYTHING, NADA, ZERO! It is not the firefighters fault that the public works are out of money. Napa County can not spend less than nothing for it's fire fighters. Perhaps some of these whiners should volunteer to fix the roads. That's what we need Volunteer Public Works employees. "

" Hey "Not a Fireman" You ask the firefighters to find a job. Well the Napa County Firefighters have jobs. They are teachers, farmers, pilots, shopkeepers and carpenters. They just leave their families in the middle of the night, at Christmas dinner, and their children's birthday parties. They selflessly volunteer their time without any compensation to risk their lives and health to help their neighbors and strangers. I am not sorry that you may be inconvenienced by a fire engine speeding to save a strangers life. That's what they need to do to save lives. You say to firefighters to "try a real job". Our Napa County Firefighters have a real job. A real important job. Every day I honor the courage of my husband and his fellow firefighters. We have city and county governments run by a number (not all) of personalities who want to be politically correct; who want to project themselves as saviors of the (supposed) downtrodden and/or illegal multitudes. They will sell out what they truly know to be right in order to achieve this image. They want to appear to be benefactors to those they deem less fortunate whether those are illegal, criminal, negligent or all of the above. Somehow, it has become di rigour to support laziness, lawlessness and those who spit in the face of this nation; this society. Our small little fishies in this pond think it is actually cool to take from Peter to give to Paul. In doing so, they misrepresent the city/county coffers, they outright and in more devious ways, lie to their constituents, they switch funding or deny doing so. From the farmworker housing scandal to officials' claiming that the general fund is low - too low to actually improve the quality of life for those who pay into it (taxpayers; homeowners) while they pilfer from this and other funding sources to feed their pet projects; all in the hopes that this will put their names in "good" light. How shortsighted and dishonest; how outright unlawful is the behavior of this collective group of so called representatives. First; they should act to benefit the residents of the area; fixing roads, improving fire and police protection, cleaning up the messes they have allowed, encouraged, even by ousting vagrants and illegals. But, we all know this will not happen because most of our elected reps. do not represent; they act as if they are royalty. Good luck. "

" I love it, to talk about firefighters salaries and benefits as if you have any clue. I had to leave this county because of lack of pay and longer hours. In addition must of your paid engines only have a staffing of two when they should have three. None of the paid live in this county because they cant afford it. This county is funny. Public service is not the problem its the county officials. "
