Warming: The impact in Napa

If global warming plays out according to some of the most dire predictions, welcome to Lake Napa.

A 20-foot rise in sea level, resulting from the melting of Greenland's ice cap, would turn the Napa River into a permanent arm of San Francisco Bay, enveloping half of downtown, all of Auto Row and much of Old Town.
Even a lesser three-foot increase in the world's oceans would wreak havoc, sabotaging the assumptions behind the half-finished $311 million flood control project which is supposed to protect the heart of the city in a major flood.

Predictions of rising sea levels are the stuff of nightmares. The ocean at the Golden Gate Bridge rose eight inches during the 20th century. International climate scientists most recently predicted a three-foot rise during the 21st century.
But if global warming takes hold, three feet would be just the beginning.

For perspective, The Register called on officials at the Napa County Flood Control District, whose job is to keep water out of downtown and the neighborhoods.
Heather Stanton, flood district manager, said she is well acquainted with the threat of global warming and predictions that low-lying land could be inundated by swollen oceans. "I've been watching the melting ice caps for years. I've found it frightening," she said.

"The polar bears are drowning. How much more evidence do you need it's here today," she said.

Some people need more. Critics of the most recent studies, and the media focus on the prospect of warming, say the threat is being exaggerated.

While experts debate the future of the planet, Stanton said her professional responsibilities are clear: finish the flood control project. Even if the oceans do rise, "this project will serve the community for a long time to come," she said.

A modest rise might not be a problem, she said. The flood project is designed to handle a so-called 100-year flood with a couple of feet to spare.

Even if worst disaster scenarios play out, the effects will be felt gradually, Stanton said. The flood project should protect homes and businesses for decades to come, she said.

Richard Thomasser, the district's watershed manager, sat in on the discussion of global warming. He teased Stanton about how her south Napa home would fare. "At 20 feet, Heather, you're beach front," he said.

In contrast, his Browns Valley home, elevation 190 feet, would be high and dry, he said.

Maybe engineering solutions -- higher levees or a barrier at the Golden Gate Bridge -- can save Napa, Thomasser said. "It's not going to happen overnight. I'd assume agencies like us would come together for a solution. The whole Bay Area would have to be protected," he said.

Global warming or no global warming, Michael DeSimoni, who owns two riverfront blocks south of Third Street, plans to start construction this summer of a mixed-use retail-office-condo development.

DeSimoni does not think his project is threatened by rising oceans. "It may be a hoax," he said of reports of manmade climate change. "I think Mother Nature is in charge. The rest is all an assumption."

Next to DeSimoni's property sits the historic Napa Mill, with a flood wall under construction that tops out at 18 feet above sea level. Owner Harry Price isn't panicking.

"If you do that too much, it stops you from making progress right now," Price said.

Price is convinced that global warming is real. As awareness grows, he hopes that governments, businesses and individuals will cut back on their production of carbon dioxide and other gases that trap heat in the atmosphere. The worst-case scenarios are not inevitable, he said.

Skip Keyser, a commercial Realtor, said businesses interested in renting in downtown have more immediate worries than long-term global warming. They want to know when the flood control project will be finished to protect against winter rains.

Keyser also believes that the waters will inevitably rise if humans don't change their ways. "Who do we have to blame? We have ourselves to blame," he said.

While polar melting would flood low-lying property the world over, Keyser noted that his personal abode near Yountville, elevation 78 feet, is safe for now.

While the threat of rising oceans is hypothetical for most people, Chris Malan and John Stephens of the Living Rivers Council have begun asking Napa officials to act now and stop commercial and residential development of Gasser Foundation property behind South Napa Marketplace, adjacent to the river.

"We should not be putting people in harm's way," Malan said. Why allow development on land that could be under water within decades, she said.

"A big cloud is looming on the horizon," said Stephens, who thinks a 20-foot rise in sea levels will happen sooner than most scientists are predicting. "It will inundate the most valuable property in the city of Napa and our infrastructure."

Joe Peatman, the executive director of the Gasser Foundation, thinks the Living Rivers Council is overreacting. "There is a lot of validity attached to global warming, but I don't think there is a lot of validity attached to 20 feet," he said.

As proof that Gasser treats the subject seriously, Peatman said, the foundation would be launching a Sustainable Napa Valley Initiative to promote energy conservation among nonprofit organizations. The goal is to reduce the production of the greenhouse gases that contribute to climate change, he said.

Juliana Inman, an architect and Napa City Council member, voted in favor of the Gasser master plan, which will include a 2,000-seat theater and up to 500 homes.

Global warming commands her attention, yet she isn't ready to pull the plug on continued construction along the river, Inman said. "Do you say no more building in Napa County unless it's above the 45-foot mark? I don't think we're ready to go there yet," she said.

"What if 30-foot water is coming? Where do we move Napa to?" Inman said. "We will have to make an orderly retreat upriver."

Unfortunately, there isn't scientific or political consensus about how to handle the threat of significant climate change and rising oceans, Inman said. Rather than react to alarmist "second-hand or third-hand" citizen testimony, government officials need more solid guidelines, she said.

As things now stand, "CEQA doesn't require us to take that deep a look into the future," she said of the California Environmental Quality Act which is used to evaluate new projects.

Keith Rogal, who plans to develop the 152-acre former Napa Pipe property with up to 4,000 housing units, said the site would be raised several feet during development, enough to handle a small rise in sea level.

Fundamentally, the issue is much bigger than what could happen in Napa, Rogal said. "Globally, we really can't afford a 20-foot rise," he said. If Napa Pipe is someday under water, so is the Netherlands.

Rogal doesn't believe the worst will happen. Once nations wake up to the threat of global warming, people will radically change their lifestyles.

"You don't wait until the ocean rises and kills millions of people and wipes out a large part of the Earth's land mass," Rogal said. "Aggressively, all of us have to play our part."

Wow...i guess all those "global warming is a myth" commenters better pull their head out of the sand, seek higher ground and then plug their head back into the ground and proclaim "what problem"? Interesting how the Joe Peatmans and Mike Desimonis think it's a hoax while legitimate scientists spend 1000's of hours studying different climate changes and effects. I guess the difference is the scientists don't own property that could soon be underwater and therefore valueless. "

" Global warming is certainly a problem to be solved. However, I wish I could say I was shocked to see bad science being marketed again. In this case, melting ice caps will not cause a significant rise in water levels. Ice is actually less dense than water (that's why it floats). While some ice at the polar caps sits above the water, most sits below...as it melts, it will result in negligible changes to water level due to the volume gained from the drop in density (as ice turns to water). The "rising sea level" myth has long been a scare tactic used to generate media attention. I would like to see a thorough discussion of solutions, such as dispersing fine particulate matter in the upper atmosphere to reduce the amount of energy making it to the Earth's surface. "

This year has been warmer than normal for the West Coast. Is it from global warming? Probably not. One would have to take measurements over a longer period of time to know. As far as it being human-made, at least some of it has to be. But one thing is for sure. Despite the comments I've read that global warming is a lie, there has got to be some impact on our environment from the billions of humans living here. There is also no denying that the burning of fossil fuels releases CO2 and CO into our atmosphere which traps the sun's energy. Remember the satilite pictures of the holes in the ozone layer? That is proof there that our consumption has lead to degredation of our atmosphere in some way. I believe that humanity has caused major problems to our environment directly related to our consumption (And needless consumption, ie: Gas-guzzling vehicles, leaving unnecessary lights on, wasteful lifestyles) of fossil fuels, and that if we don't change our ways and act a little greener, we'll be wishing we had done something about it sooner. There is consensus among the scientific community that we are faced with a problem. Europe is already taking steps to heed the warning about global warming. In fact, they are about 5 steps ahead of the US. They have installed massive quantities of solar panels, wind farms, etc. Portugal is currently testing and designing devices that generate electricity from the energy of ocean waves. They have successfully pursuaded their citizens to act green. Now if only our citizens would give up their gass-guzzlers, replace their inefficient appliances (or phase them out), and be more conservative and less wasteful, we will be on the right track. The problem is are people's attitudes. Look at some of these comments and you'll see. A lot of people are selfish and just don't care. I know of too many people who don't recycle, they say, "I can't be bothered." I got news for those of you who either don't care or think that you've been lied to when you've been told that our fossil fuel consumption harms our planet, and that is, IF YOU DON'T TAKE CARE OF YOUR PLANET YOUR PLANET SURE AS HELL WON'T TAKE CARE OF YOU!! "

Maybe Galileo being among the first, he certainly knew the world was round The Greek mathematician Eratosthenes calculated it's circumference pretty accurately around 2000 years ago. People who we could recognize as scientists and scholars were always trying to tell the truth about things, ie, the world is round, the earth revolves around the sun, but the authorities repressed them, even killed them for their effort. I have lived for over 50 years in Napa, and as far back as I can remember Daffodils in January are not uncommon.Also thier are bulbs now that have been developed to bloom twice a year. So if you see Iris blooming early, don't panic. As for what we can do on an individual basis? Not much other than things that make us "Feel" better. There are many coal burning countries that pollute and help add to the CO2....but debate is still raging if that will cause the disaster so many worry about.... On an individual basis there is little to nothing we can do that will impact the CO2 levels in any way, as long as countries continue to pollute. But it doesn't hurt to live as green as you can...will it make any difference? Probably not. "

" Since many feel this is so urgent and vitally important and the United States government has funded these scientists to the tune of several billion dollars - why don’t we ask these scientific prognosticators to do a little REAL LIFE predicting. Instead of their attention grabbing 50-100-150 year apocalyptic predictions – the accuracy of which most of us will never know as we will be gone – let’s throw down the gauntlet and DEMAND they make some accurate ONE-YEAR predictions – say starting March 1st 2007 continuing for one year. " The point is not whether global warming is happening, the question is whether it is man made. That is where the science starts getting "fuzzy". Two thirds of the global warming we are experiencing can be explained by solar activity and other outside sources, according to some of the "deniers". Is it worth disrupting our entire world transportation system to only achieve 1/3 of the total benefit? If we all start riding horses, will the Earth still warm 3 degrees in a hundred years instead of the 4 degrees now predicted? (I like how the censures at NVR won't let me even mention by name any of the many scientists that have different theories about this subject.) And if you really think about it, global warming is definitely better than the alternative. We humans will survive global warming, but another ice age would just about guarantee the end of civilization.... "

" If you really believe CO2 (only the man-made variety is bad mind you) is the cause of the great global warming (.6 degree C., 1 degree F. over approximately 100 YEARS) then the only ECO-Ethical thing for you to do is MOVE to a warmer climate and stop burning so much fossil fuel to warm your buns. Oh, and please refrain from talking about global warming as all your hot air AND the CO2 you are emitting with your talking and breathing is damaging the climate forever …… On the other hand if you know a thing or two about computer modeling and the lack of ability to accurately predict complex systems (our climate is a complex system) then relax and enjoy the great wine this fantastic area has to offer. By the by, don’t forget your boots when you visit parts of downtown in the high tide and stormy winter seasons, it can get a little damp - as it has for many many years. "

" Here we go again turning this all into a political issue! I do agree that there is a lot of doom-and-gloom, most of which turns out to be false. The question really is, to what degree is global warming really occuring? And like Kevin says, to what degree is it man-made? At least a portion of it has to be. With fossil fuel burning comes CO2 emissions, no way around it. CO2 traps heat, no way around that either. We don't have to abandon our current modes of transportation or disrupt them. Just be more conservative with fossil fuels and energy consumption. But global warming is not the only concern here (to what degree is the big question). Don't forget about the other issues relating to fossil fuel consumption. What happens when we run out? The supply is not limitless, it's not going to be abundant forever. And as the supply goes down, the cost goes up. Pretty soon it'll cost over $100 to fill a medium to large cars' tank. So conserving energy and fuel saves you money too. As far as the comment posted by "accountability", it is unrealistic and impossible for scientists to make such short-term global warming forcasts due to the constant and wide fluctuations in our climate, and other complex factors. That's why there's so much debate with global warming in the first place! "

" The effects of Carbon Dioxide on global warming are logarithmic, the higher they go the less effect they have. Doubling 1950 CO2 levels of 280 ppm to 560 ppm calculates out to temperature increases of less than 1 degree C. (The "consensus" of most scientists.) To double that temperature increase again would take an increase in CO2 levels of four times as much. The high temperature increases predicted by Al Gore’s cronies are all computer projections that include some kind of "feedback" mechanism that has not been proven and that could just as likely produce cooling. There is no linear relationship between atmospheric Carbon Dioxide and Global Mean Temperature. Water Vapor accounts for 70% of the greenhouse effect, CO2 about 4 to 8%. The water vapor absorbs infrared over much the same wavelengths as CO2. Once saturated, increases in greenhouse gases do not cause increased absorption. It is not proper science to simply say that CO2 concentrations are increasing, global temperatures are increasing ergo higher CO2 is causing global warming. The proponents of man made global warming need to specifically predict how much warming will increase based on a specific increase on CO2. So far they have not been able to do this, which is why they continue to roll back their earlier dire predictions. According to the latest report last week, we are now looking at a maximum of 24 inches of ocean rise instead of the 20 feet rise Al Gore predicted just a couple years ago. Hawkeye is correct, this issue is all about politics. The enviromentalists have joined forces with the left wing socialists to promote this issue in order to gain the power and authority they have been unable to achieve through economics or at the ballot box. "

There was a famous Liberal from years ago (Erlacker?) who wrote a string of books warning of the population "bomb" that was going to destroy the Earth. When proven wrong, he would write another one and just change the date of the end of the world. Never even came close to being correct. Every prediction he made was wrong: we have more food, better health, a cleaner environment, stronger economies and more resources than ever in history. And regardless of Hawkeye and his other "doom and gloom" crones, there is nothing to indicate that that will change. Just for fun Hawk, in your honor, I am turning on every gd light in the building today and I am going to go and start my car and let it idle for a couple hours! "

" Actually Kevin, I don't belong to the doom-and-gloom crowd. There was a group of scientists back in the early 90's that accurately predicted the alignment of several major planets. They also predicted that the tidal effect of their combined gravity would pull earth off its axis and cause a major shift in the continental plates resulting in pretty much earth being destroyed. I remember not being very alarmed about it. Their combined gravity doesn't even come near the tidal pull of the moon. Planetary alignments have occured in the past over the eons. But, we're still here aren't we? How they came up with such a dire prediction is beyond me. There have been many in the past. None ever came true. Point I'm making here is that I view these predictions with much scrutiny. Global warming is very iffy. I don't know if its the liberals so much as the media trying to garner the ratings with their big stories. We all know the media blows what scientists have to say out of proportion. I don't doubt that this could be another example. Humankind however, is bound to have some impact on our resources and environment. I could say it over and over that our resources are limited and there will always be someone to ridicule me for it. "

" Continue the Gasser Project and all other projects. Scientists have been wrong before. The thing with this question on ocean rise, is the planets climate is an incredibly complex system of wind and water cycles. Only recently has Japan built hundreds of super computers that work toghether capible of calculating the Earth's weather. My point being we have to move forward for progression. We can't stop because of what might happen. I believe in the future we'll look at global warming as just one more achieved challenge on a long list for mankind. "
