Dreier apologizes, but refuses to step down
Embattled agency leader says he wants to tackle spending problem he helped create

The head of the Napa Valley Housing Authority publicly apologized Wednesday for dipping into a city fund to pay for over-budget expenses on the NVHA-led renovation of two Upvalley farmworker camps.

Peter Dreier, the executive director of both the NVHA and the housing authority of the city of Napa, who single-handedly transferred funds from the HACN’s reserve account to the NVHA, opened Wednesday’s meeting of the NVHA board of directors with a two-minute “mea culpa.”
“The oath of office that we all took did not say that we would not make mistakes, because we all have and will continue to in the future. It is the nature of being human,” a somber Dreier told the board. “I would like to publicly apologize to my two boards of directors again. My actions have caused public embarrassment for them and have diverted time and resources from other major issues to respond to this problem that I have played a major role in creating ...

“Finally, I want to apologize to the general public. My personal actions have caused a loss of confidence in local government. You have my pledge I will work to gain back that confidence,” he said. “I have given serious thought to voluntarily retiring ... I have rejected that option. It would be too easy for me to go off into retirement and would leave the problem for someone else to resolve.”
He closed his comments by saying: “I realize there are consequences for my actions and I will leave that decision to the HACN board and the city manager and accept their determination.”

The renovation of the Mondavi and Calistoga camps, originally budgeted at about $2.6 million, ended up running closer to $4.2 million to pay for dozens of unanticipated repairs and upgrades.
The NVHA board dedicated the rest of the meeting to tackling the financial tangle they feel pressured to resolve long before June, when county grape growers will vote whether to continue taxing themselves to fund farmworker housing.

In addition to hiring an Oakland-based auditor at a cost of up to $38,000 to independently audit the Mondavi and Calistoga projects, the board also wrestled with how to pay the last, $220,000 bill from the Mondavi remodel.

After much debate, they decided to use farmworker camp operation funds left over from last year to pay off the $220,151 still owed to a construction company. Come Christmas, that bill will begin accumulating interest compounded at 2 percent a month.

“I’d like to get this paid, and the best information we have is to pay for it using last year’s operation funds that weren’t used because of the remodeling,” said Napa County Supervisor Brad Wagenknecht, who chairs the board.

Margaret Woodbury, the county attorney representing the NVHA, warned that the movement of money from the city housing authority to pay off a debt incurred by the NVHA could be interpreted as the city “conceding appropriateness of the change order.”

She advised that she and the city attorney draw up an agreement so that the transfer of funds “is not viewed as a waiving of claims for either side.”

At that point Napa’s finance director Jed Christensen expressed frustration.

“Is (Woodbury) covering the county or the board?” he asked. “While everyone’s busy coming up with agreements of who’s going to sue who, we’re saying we need to make this payment.”

Christensen also enlightened the board as to how city housing authority funds could be transferred over to the NVHA unbeknownst to city staff. The computer system that stores most of the city’s financial information does not include the city housing authority’s finances, he said. The city housing authority draws up its own budget separate from the city and submits to the U.S. Department of Housing and Urban Development.

Christensen said the city’s financial records are in “a very archaic computer system” that will soon be replaced by newer technology.

“They weren’t in the system. If I’m making excuses, that’s one,” Christensen said.

" If I were trustee for another's funds and used those funds to pay my own expenses, with no intention and no way of repaying them, I would be heavily fined and possibly thrown into the cooler. What's so different here? Mr. Dreier should not be allowed to retire into taxpayer-funded heaven. He should be summarily fired for gross malfeasance. By the way, how many of you Napa city residents have this same pot of money at your disposal when your roof is no longer up to code? Your drainage pipes are mangled by tree roots? Let's see a show of hands! "

" No one in the city or county government in Napa can think for themselves and reccomend action be taken against this person. It is a sad place we live in today. You are right this is terrible and if he were allowed to retire and live off of the benefits it would be completely wrong. Fire him and hold him accountable for gross negligence. "

" Napa has been my home for most of my fifty-six years. I love my home town, even though it has grown and changed so much. I wish we could have some smart people in office instead of the clowns that seem to end up running the show all the time. Has anyone ever been to Healdsburg and seen what an old town with class looks like? Wish we had some of their people and ideas. "

From the White House in Washington to the trivial job in a small town in a small state, governmental employees and politicians assume to have authority instead of public responsibilty. They should all step down, every last one of them! But Dreier should be fired! "

This is a professional political bureaucrat with connections. He may be in some manner qualified to do his job but is not representative of the people who earn their living serving the city and county. "

" Until the stolen funds - and let's stop being so nice here, those funds were stolen - are repaid by the private entierprises that directly benefit from the public funds that went into building adequate housing for their workers, so that their workers would not be living under bridges washing their laundry in the river as has long been custom, I propose a boycott of their goods. Oh it will be tough for some, but it's pretty easy to find a decent wine made outside of Napa. "

" These public officials are paid in excess of $100K a year, with a generous benefits package thrown in, not counting what connections (ahem!) the position can bring. So it is shocking to hear a lack of quorum at meetings. This makes us more appreciative of Muriel Faggianni, now that Harry Martin is gone. Yet what real recourse do the people of Napa have? If TWO (!) Grand Jury reports against the Planning Department can be shrugged off by the Mayor, and it's business as usual, why are we wasting our time here? (BTW, did you notice that these folks are busy covering their tracks????) "

" While I commend Peter Dreier for taking full responsibility for project over runs to the two farm worker housing camps, I find it hard to believe the Executive Director of the Napa Valley and City of Napa Housing Authority was directly responsibility for the oversight of these housing developments. Where is the REAL culprit here? Where is the staff person who was responsible for overseeing the development of these projects? You can't tell me it was Mr. Dreier. A person at his level does have day to day project management responsibilities. Those really interested in who miss-managed these projects; the individual who truly displayed a high-level of incompetence should look a little deeper at documentation related to these projects. When you do I’m sure you’ll find that Mr. Dreier must be covering for an incompetent staff person who should be answering to calls for resignation instead of Mr. Dreier. As far as I can see Mr. Dreier is responsible for only one thing and that is taking the fall for an incompetent, and clearly under qualified staff person. Look hard at Mr. Dreier's employment history with the City of Napa. You'll see a man who has turned the two housing authorities he oversees into successful agencies. His track record doesn't display the incompetence reflected in the miss management of these farm working housing projects. However, I imagine the incompetent "real" project manager's track record is probably riddled with similar yet less public mistakes. This just doesn’t seem like the work of a first timer. Where is the justice here? Somebody please expose this staff person and let that person answer to their mistakes instead of, or at least along with Mr. Dreier. "
