Two new subdivisions OK’d for east Napa

Two small subdivisions in the Terrace-Shurtleff area in east Napa won City Council approval Tuesday night.

Victor Van Koten, of 21 Los Robles Drive, can now subdivide his 6-acre parcel into five home sites. Four new houses in the Seville subdivision will be built around his existing home at the center of the parcel.
A short distance away, Joe Ghisletta can subdivide a 3-acre parcel at the end of Juanita Street into five lots.

Both properties abut the city’s Rural Limit Line and have sloping terrain that had to be factored into the design.
A neighbor on Molina Street protested the two-story houses in the Ghisletta subdivision, saying they would wipe out vineyard views on her street.

The council approved the Ghisletta project on a 4-1 vote, with Councilman Harry Martin saying he could not approve a project that he believed diminished the value of neighboring homes.
In voting for the subdivision, Councilman Jim Krider said the two-story houses would be built on a slope, giving the appearance of one-story houses to neighbors on Molina.

Council approval of the Seville subdivision was unanimous. Van Koten has to build an extension of Cayetano Drive to serve the planned house at the north end of his property. The three other new houses will face Seville Drive.

The extension of Cayetano will be built as a 20-foot city street, but could become a private driveway if adjacent property owners, who are also planning subdivisions, can work out a circulation plan to accommodate everyone, the council said.
