What is the proper role of registrar of voters?

Supervisor Diane Dillon has placed on the Tuesday, April 11, 2006, Board of Supervisors agenda a discussion of creating an appointed registrar of voters who would report directly to the board. I currently serve as Napa County's registrar of voters, as an ex-officio responsibility of the county clerk office, to which I was first elected in 1998. Ex-officio is a Latin term meaning "by virtue of office or position" and describes the election official duties assigned to the county clerk by California law. Ex-officio does not mean that the duties are in any way secondary or subordinate in terms of importance to the holder of the office. I perform my duties as Napa County's election official with the same dedication and enjoyment as I do my assessor, recorder, county clerk and commissioner of civil marriages duties.
